The &#039;&#039;&#039;Academic Affairs Committee&#039;&#039;&#039; (AAC) is a standing committee of the [[Rensselaer Union Student Senate]] tasked with overseeing academics, academic curricula, and academic advising. It is the oldest committee of the Senate, being established between 1970 and 1974, although it was briefly dissolved, alongside every other committee, during the Senate&#039;s usage of the team system in the late 1990s.&lt;br /&gt;

The Academic Affairs Committee is the oldest committee of the Student Senate, formed sometime between 1970 and 1974. The earliest known copy of the Senate Bylaws, dated 1974, refer to it as the &amp;quot;Academics Committee&amp;quot;. By 1981, it had taken its modern name, and ...&lt;br /&gt;

In 1994, the Senate ended the committee system and replaced it with a team system. AAC, in turn, ceased to operate, being replaced with the Education/Academics Core Team. Some time between 1998 and 2000, the Senate re-instated the committee system, and AAC was brought back as a result.&lt;br /&gt;

The office of &#039;&#039;Vice Chair of the Senate&#039;&#039; (alternatively known as Vice Chairperson or, historically, Vice Chairman) was established on October 18th, 1981, when Jeff Langan was approved as the first holder of the office.&lt;br /&gt;

On November 13th, 2017, the Vice Chair of the Senate was renamed to the &#039;&#039;&#039;Vice Grand Marshal&#039;&#039;&#039;, as motioned by the Internal Reforms Committee, an ad-hoc standing committee of the Senate&amp;lt;ref&amp;gt;[https://poly.rpi.edu/news/2017/11/2017-11-15-motion-responding-to-judicial-inquiries-tabled Darby Burns, the &#039;&#039;Polytechnic&#039;&#039;: &amp;quot;Motion responding to judicial inquiries tabled&amp;quot;]&amp;lt;/ref&amp;gt;. The change in title was made to clear up the Vice Chair&#039;s role relative to the Grand Marshal. There was a short debate on the exact name of the title, with some favoring &amp;quot;deputy&amp;quot; or &amp;quot;lieutenant&amp;quot; Grand Marshal. No changes were made to the now-Vice GM&#039;s role.&lt;br /&gt;
&lt;br /&gt;
In the XXth Senate, there was a motion to appoint a Deputy Grand Marshal, as the Vice Grand Marshal would be on their [[Arch]] away semester for part of the term. The motion narrowly failed.&lt;br /&gt;
&lt;br /&gt;
In the [[55th Senate]], the Vice Grand Marshal was also the Vice-Chair of Policy for the Student Life Committee, and as a result the line between the internal-facing side of the former office and the policy-facing side of the latter began to blur. Around the fall of 2024, proposals to split the office began to be floated, inspired partially by the split of the office of [[Vice President of the Union]] done in 2018. An initial proposal included two new roles, the Vice Grand Marshal for Union Affairs and Vice Grand Marshal for Institute Affairs. The VGM for Union Affairs was to oversee &amp;quot;Union-facing&amp;quot; committees (the [[Web Technologies Group]], [[Union Annual Report Committee]], the [[Student Government Communications Committee]], and a as-of-yet hypothetical committee for policy matters named the [[Rules and Administration Committee]], or RAC). The Vice Grand Marshal for Institute Affairs, on the other hand, would oversee the [[Academic Affairs Committee]], [[Student Life Committee]], [[Facilities and Services Committee]], [[Hospitality Services Advisory Committee]], and [[Community Relations Committee]]. &lt;br /&gt;

This proposal was never implemented, and in the [[56th Senate]] the only major structural change to the Vice GM&#039;s role was to make them acting chair of any unchaired committee (a role previously given to the Grand Marshal). However, over the 56th Senate, the tension between the two elements of the Vice GM&#039;s role grew, and by the [[57th Senate]] there was appetite for reform. &lt;br /&gt;
&lt;br /&gt;
Senate Motion 57-02 established the [[Rules and Administration Committee]], as proposed a year and a half earlier, but also split the position of VGM into two roles, now named the VGM for External and Internal Affairs, respectively. Although highly similar to the VGM split proposed earlier, with External Affairs being similar to Institute Affairs and Internal Affairs mapping closely to Union Affairs, there were several differences. Rather than simply overseeing RAC, the VGM for Internal Affairs would chair it in order to reduce friction between the two roles. In addition, rather than each VGM overseeing their own set of committees, the VGM for External Affairs oversaw all (except for RAC).&lt;br /&gt;

The VGMEA is tasked with overseeing the Senate&#039;s advocacy work, including the functioning of its committees. They also chair any vacant committee &#039;&#039;ex-officio&#039;&#039;, and oversee raising awareness about issues in ways not tied to the Senate&#039;s formal structure (known as &amp;quot;special operations&amp;quot;). They also can serve as a representative of the Grand Marshal to administrators should the GM not be present.&lt;br /&gt;

The &#039;&#039;&#039;Rensselaer Union undergraduate Council&#039;&#039;&#039; (UC), is the primary undergraduate advocacy branch of the [[Rensselaer Union]], primarily responsible for programming and event-planning. &lt;div&gt;&#039;&#039;&#039;Save the Union&#039;&#039;&#039; was a student-led protest movement against attacks on the autonomy of the [[Rensselaer Union]] by members of the Institute administration. The first formal Save the Union protest was staged on March 30th, 2016, but the gradual removal of Union power and autonomy had been happening for years beforehand. The centerpiece of the protest concerned the hiring process for a new [[Director of the Union]], which the [[Rensselaer Union Constitution]] stated was to be conducted by the [[Executive Board]] but instead was led by members of the administration with minimal student input. Repeated crackdowns on student protests and efforts to conceal the situation from alumni and prospective students caused many to criticize the administration.&lt;br /&gt;

In 2023, a new [[President of the Institute]] was hired, and with it the Union steadily regained much of the autonomy it had prior to the protests. It is not clear what will happen when there is a vacancy in the office of the Director.&lt;br /&gt;

The &#039;&#039;&#039;Rensselaer Union Student Senate&#039;&#039;&#039; (usually known as the &#039;&#039;&#039;Student Senate&#039;&#039;&#039; or simply the &#039;&#039;&#039;Senate&#039;&#039;&#039;) is the chief legislative and advocacy body of the [[Rensselaer Union]], responsible for initiating all legislative action into issues that affect the Union and advocating for the membership of the Union to the [[Institute administration]]. The Senate was formed in 1970, and is the successor to the [[Student Council]]. Together with the Executive Board, it is considered one of the Union bodies most directly involved in the governance of the Union. The Student Senate was predated by the [[Student Council]] under the 1947 and 1969 Union Constitutions. It was originally established by the Union Constitution, although the existence of a &amp;quot;Student Senate Newsletter&amp;quot; weeks before the referendum for the Constitution suggests that it may have started operating before its approval. In its initial iteration, it was made up of the elected members of the [[Graduate Council]] and [[Undergraduate Council]], and was presided over by the Grand Marshal. The Student Council dissolved prior to the 1936 Union Constitution, which elevated the Grand Marshal to be equal to the President. 12 years later, the 1948 Union Constitution re-established the Student Council (now a full branch of the Union), with the Grand Marshal once again presiding, although they kept their seat on the Executive Committee (this was later reversed in the 1961 Constitution, where the Executive Commiteee became the [[Executive Board]]).&lt;br /&gt;

Welcome to the &#039;&#039;&#039;RPI Wiki&#039;&#039;&#039;, an in-progress project to catalog [[Rensselaer Polytechnic Institute]]&#039;s rich history and provide lasting resources for new and returning RPI students.&lt;br /&gt;

RPI is the oldest engineering school in the Western Hemisphere, with 200 years of history. Its student life has evolved immensely in that time, and throughout its history it has been the &#039;&#039;alma mater&#039;&#039; of countless leading engineers and a flashpoint for political activism and student rights. It has the oldest continously-existing student government in the United States in the [[Rensselaer Union]], and its model for polytechnic education informed the American engineering schools that came after it. &lt;br /&gt;

The RPI Wiki is a project intending to write this history down, from the Institute&#039;s proudest moments to its darkest, while also providing a resource for students akin to the various &amp;quot;Student Handbooks&amp;quot; or &amp;quot;Student Guides&amp;quot; of prior years. The &#039;&#039;&#039;Independent Council&#039;&#039;&#039; (IC) was a branch of the [[Rensselaer Union]] dedicated to promoting the interests of independent (non-Greek-affiliated) students. It was once an independent body, but was integrated into the Union&#039;s governance structure with the 1970 Constitution. For most of its existence, it was a subsidiary body of the [[Student Senate]], maintaining its own constitution approved by the Senate. The IC performed both advocacy and social event planning. &lt;br /&gt;
&lt;br /&gt;
The 1990s onward saw substantial growth in the independent population, making the IC redundant as many of its social and advocacy functions began to be performed by the Senate, [[Undergraduate Council]], and [[Graduate Council]]. In 2014, faced with declining participation rates and an increasingly sidelined role, it chose to dissolve itself.&lt;br /&gt;

== Structure and Operations ==&lt;br /&gt;

The Independent Council&#039;s structure changed over time. The 2004 Constitution of the Independent Council defined its membership as between fifteen and 30 members. Three representatives each were to be elected from the graduate, senior, junior, sophomore, and freshman classes (the former four positions during [[GM Week]], the latter during yearly freshman elections). In addition, up to 15 members-at-large could be appointed by the Council.&lt;br /&gt;
&lt;br /&gt;
Among its own membership, the Council selected officers; a President, a Vice President, a Secretary, a Treasurer, a Senator (later two Senators), and a [[Rules and Elections Committee]] Representative.&lt;br /&gt;
&lt;br /&gt;
As an advocacy body, the Independent Council dealt with issues affecting independent students, especially relating to non-Greek residential life and services. This included advocacy for the introduction of laundry facilities in the Union, cost analysis for on- and off-campus living, and advocacy for the [[Folsom Library]] to include copies of class textbooks. It also planned social events.  &lt;br /&gt;

== Pre-Union History ==&lt;br /&gt;

The Independent Council was established in 1962 and would exist for 8 years as a fully independent body. At the time in which it was established, the Institute was overwhelmingly made up of Greek-affiliated students. Independent students, who, among other differences to, lived in dormitories rather than in fraternity houses, felt marginalized by the student governance structures of the time, and it was this hole that IC intended to fill. According to Cait Bennett in &#039;&#039;Roots of Rensselaer&#039;&#039;, during this period, the Independent Council had 7 committees:&lt;br /&gt;
* The Off-Campus Housing Committee, responsible for compiling information on off-campus housing and landlords;&lt;br /&gt;
* The Housing Committee, responsible for advocating for higher-quality dormitories;&lt;br /&gt;
* The Library Committee advocated for longer library hours;&lt;br /&gt;
* The Committee on Frosh Camp, responsible for growing independent representation at freshman orientation known as &amp;quot;Frosh Camp&amp;quot;, at that time dominated by fraternities;&lt;br /&gt;
* The Publicity Committee, responsible for the IC&#039;s public relations;&lt;br /&gt;
* The Ways and Means Committee, responsible for the IC&#039;s finances; and,&lt;br /&gt;
* The Political Committee, responsible for working with other campus organizations.&lt;br /&gt;

== History in the Union ==&lt;br /&gt;

The original 1970 Union Constitution defined the Independent Council as a branch of the Union&#039;s student government subsidiary to the [[Undergraduate Council]] (UC). It was responsible for defining its own constitution, although this constitution needed to be approved by the UC, which could review any action taken by it. It shared this subordinate status with the Interfraternity Council and the four undergraduate [[Class Councils]]. Some opposed the 1970 Constitution on the grounds that the IC&#039;s autonomy was being removed by its folding underneath UC.&lt;br /&gt;
&lt;br /&gt;
Under the 1987 Union Constitution, the Independent Council retained its subordinate status although it was shifted to now be under the [[Student Senate]]; the IFC and the newly-formed Panhellenic Council were also placed under the Senate during this time. &#039;&#039;(check to see if shift happened in 1987 or 1974)&#039;&#039;&lt;br /&gt;

In 2013, an additional Independent Council Senator was added, to correspond to addition of a Senator from the Panhellenic Council (in the original 1970 Constitution, only the IFC Senator existed). Records indicate that the RPC Senator position was present in the 1987 Constitution, and it is not clear why the additional Independent Council Senator was added in 2013 in particular.&lt;br /&gt;

== Dissolution and Legacy ==&lt;br /&gt;

In the 21st century, the proportion of students involved in Greek Life plummeted, and as a result the interests of independent students began to be advocated for more directly by the Student Senate. By the mid-2000s, its operations appear to have largely become focused on event-planning rather than direct advocacy.&lt;br /&gt;
&lt;br /&gt;
By the 2010s, the Independent Council began to suffer from dimished engagement, and in 2014 it opted to dissolve itself. &lt;br /&gt;
&lt;br /&gt;
In the present, the Independent Council&#039;s main legacy is through its Senator positions on the Student Senate, renamed after its dissolution to simply Independent Senator. In 2023, the number of Independent Senators was raised to 3. The position of IC representative on the Rules and Elections Committee is today the Independent representative on the [[Elections Commission]].&lt;/div&gt;</summary>

Prior to 2025, the tunnels were typically painted over at the beginning of every semester, but otherwise were untouched. As a result, students would often draw artwork onto the sides of the tunnels, and they became a lively center of student self-expression.&lt;br /&gt;
&lt;br /&gt;
In 2024, the Tunnels were host to a mock &amp;quot;funeral&amp;quot; of a former [[Officer of the Union]] after joking rumors circulated that they had died. They spoke at their own funeral, and posters and flowers remained up in the Tunnels for months thereafter.&lt;br /&gt;
&lt;br /&gt;
In Fall 2025, the scheduled painting-over of the tunnels included the addition of security cameras. Several students attempting to draw on the tunnel walls were approached by the [[Department of Public Safety]] ordering them to stop. Afterwards, the tunnel walls went largely untouched, and their role in promoting student art had ended. As part of the Spring 2026 GM Week campaigns, a candidate placed blank posters up in the walls to allow people to draw once more. After the election, the [[Senate Communications and Engagement Committee]] placed more posters on the walls.&lt;br /&gt;
